Nightlife in Brighton.

Most of Brighton’s night is in the centre. West Street has a run of clubs, Pryzm among them, while the Lanes, a historic maze of narrow alleyways, and North Laine have drinking spots of every kind. Kemptown is the heart of the city’s LGBTQIA+ community, and Patterns sits there on Marine Parade. Weekends run late, some rooms to 4 a.m. The summer peaks with Pride, which brings about 160,000 people to Preston Park each August. England sets no closing time of its own, so the hours a Brighton room keeps are the council’s to weigh.

Brighton bar rules: closing time, licences and noise.

Brighton tells you its preferred hours before you ask: a matrix sets them by type of room and by area, and inside the City Safety Area it is hard to argue past. The Licensing Act 2003 sets the rules for England, and Brighton & Hove City Council is the licensing authority for the city. Here is what its policy asks of a licensed room, from the matrix hours to the City Safety Area. Premises licences are issued by Brighton & Hove City Council Licensing.

The night, by the clock6 p.m. to 2 a.m.

England has no national closing time. Brighton’s matrix gives an indicative finishing hour for each type of room in each of three areas, and the Council treats it as a preference, not an entitlement. Nightclubs read No in all three areas, and pubs and bars No in the City Safety Area, so the bar draws no hour for them. A good operator can apply to vary beyond the matrix.

  • Spiking, safety and ID scanners

    Expected

In the City Safety Area the Council expects robust best practice measures against drink spiking and unwanted sexual behaviour, and the use of ID scanners.

    More

Applicants there are expected to consult the responsible authorities before they apply.

The room

  • West Street

    Hotspot

The policy names central Brighton, and the West Street area in particular, as a violent crime hotspot.

    More

Sussex Police funds the Night Safety Marshal scheme, and the Council reviews each weekend with the marshals and the Business Crime Reduction Partnership.

    Source: Policy text
  • Noise

    11 p.m. outdoors

Amplified or live music in or next to homes should not normally be granted for a new or enlarged premises, and entertainment noise may be conditioned to be inaudible in any home.

    More

Sound limiters and insulation may be required, and regulated entertainment in the open air should finish by 11 p.m. The policy sets no decibel limit.

Hours, areas and the levy

  • Brighton & Hove’s licensing policy

    From 5 Jan 2026

The Statement of Licensing Policy 2026 took effect on 5 January 2026. Full Council approved it unanimously on 18 December 2025.

    More

The Council calls the City Safety Area a key change, and the Licensing Committee’s chair called the policy the biggest shift in two decades.

    Source: Council news
  • Matrix hours

    Midnight

Pubs and bars: No in the City Safety Area, midnight elsewhere. Nightclubs: No in all three areas. Grassroots music venues: midnight in the City Safety Area, 1 a.m. elsewhere. Food and dining venues: 1 a.m. everywhere.

    More

A No means the matrix indicates no hours for that kind of room in that area. It is the Council’s preferred approach, so even an application that fits it is not always granted.

    Source: Policy text
  • City Safety Area

    Same borders

The City Safety Area replaced the cumulative impact zone, part of the policy since 2008, on the same borders. There is no blanket presumption of refusal, but applications there that do not comply with the matrix are likely to be refused.

    More

It covers central Brighton from Western Road and West Street to the western edge of Kemptown, down to the sea. The Council departs from the matrix there only in exceptional circumstances, and meeting its best practice appendix does not count as one.

    Source: Policy text
  • Special Stress Area

    Special measures

The Special Stress Area wraps the City Safety Area, from Hove Street and Sackville Road in the west to Old Shoreham Road, Preston Circus and Lewes Road in the north. New applications there face no presumption of refusal but must show special measures.

    More

It grew into Central Hove in 2018, and into Preston Road and Beaconsfield Road in 2020.

    Source: Policy text
  • Good operators

    3 to 5 years

The Good Operator Policy presumes in favour of a good operator’s variation, including hours beyond the matrix, unless there is clear and compelling evidence it would undermine the licensing objectives.

    More

You must hold the licence when you apply and when it is decided, with no formal intervention in the 3 to 5 years before: no written warning, review, closure notice or order, Licensing Act prosecution, illegal-worker penalty or abatement notice.

    Source: Policy text
  • Levy and early morning orders

    None

In 2014 the Licensing Committee agreed to use a late night levy and early morning restriction orders only as a last resort.

    More

Neither is in force, and the 2026 policy mentions neither.

Prices, VAT and the bill in Brighton.

Where the matrix points pubs and bars to midnight, a table has fewer hours to earn its keep. VAT is already inside every price on the menu.

A table on a SaturdayWorked example, not a quote
A table on a Saturday: how the bill adds up
Minimum spend£1,000.00
Service charge 12.5%, added by the venue£125.00
VAT 20%, included in the prices£166.67
Guest pays£1,125.00
Tip the guest chooses to addNo tax
  • UK prices include VAT, so the £1,000 minimum already holds 20% VAT. The bill above shows a discretionary service charge: the guest chooses to add it, so it is outside VAT.

    Source: HMRC
  • A compulsory service charge is standard-rated. Bottles and mixers of £800 plus a mandatory 12.5% charge of £100 make £900, VAT of £180 and a total of £1,080. Shown as optional and chosen by the guest, the £100 carries no VAT: £800, £160 VAT and £100 make £1,060.

    Source: HMRC
  • A tip the customer freely gives above the total has no VAT. A business must register once taxable turnover passes £90,000.

    Source: GOV.UK (HMRC)
  • Whatever the VAT treatment, the Employment (Allocation of Tips) Act 2023 says tips, gratuities and service charges, compulsory or voluntary, must go to workers without deductions apart from tax.
