Nightlife in Rome.

Rome’s young crowd goes out in a handful of neighbourhoods. Trastevere draws people every evening to its bars, lounge bars and small squares. In Testaccio, old grottoes under Monte dei Cocci have become restaurants and disco-pubs, and Ostiense has the live-music rooms and fashionable clubs. After dark the pedestrian stretch of Via del Pigneto becomes one of the trendiest spots in the city, and San Lorenzo, the university quarter, keeps its slightly bohemian feel. On top of the residents come visitors by the million. And the night starts late: most of the clubs don’t open their dance floors until 23:00 or later.

Rome bar rules: closing time, licences and noise.

In Rome, where you open decides more than when you close. Inside the mapped nightlife areas the last drink is poured at 3:00, in clubs as well as bars. Openings are filed online with Roma Capitale.

These apply in the 24 nightlife areas mapped in Annex A of the Regolamento di Polizia Urbana, every day. The guide has not confirmed a closing hour or a serving cut-off outside them. The mayor can set other hours by ordinance, and a Municipio can vary them for a specific authorised event.

The night in the mapped areas

  • Last alcohol at 3:00

    03:00 to 07:00

In the 24 nightlife areas mapped in Annex A of the Regolamento di Polizia Urbana, no alcohol may be served from 03:00 to 07:00. The ban covers bars, dance halls and private clubs, outdoor areas included.

    More

Plan last orders before 3:00. The guide has not confirmed a cut-off outside the mapped areas, so check which map covers your street.

    Source: Article 28
  • Takeaway alcohol

    From 22:00

In the same areas no one may sell alcohol to take away from 22:00 to 07:00, whether from a shop, a vending machine or a bar.

    More

Drinks served inside are not affected. A bar’s takeaway window is.

    Source: Article 28
  • Drinking in the street

    From 23:00

In the mapped areas, drinking alcohol on public streets and in open green areas is banned from 23:00 to 07:00, and drinking anything from glass from 22:00.

    More

Guests who step outside with a drink are where this applies, so plan the door and the smokers’ spot around it.

    Source: Article 28
  • Other hours by ordinance

    Mayor

Article 28 applies subject to the mayor’s power to set different hours by ordinance under the national local-government code.

    More

Check the council’s ordinances for your area before you plan a season.

    Source: Article 28
  • Event waivers

    By Municipio

For a specific authorised city event in a mapped area, the Municipio may vary the sale and serving hours as an exception, once the organisers sign an operating protocol and the public-security authority is told.

    More

The waiver can be withdrawn after disorder. It is for city events, not for a regular club night.

    Source: Article 28

Opening a bar

  • Opening by SCIA

    From filing

Outside the protected areas, a bar opens on a SCIA (Segnalazione Certificata di Inizio Attività), filed online only, through the Roma Capitale portal or the SUAP. Trading may start on the filing date.

    More

The applicant must be an adult who meets the moral requirements; a qualified manager (preposto) can cover the professional ones. A processing fee set each year by the Giunta applies.

    Source: SCIA
  • Quality points

    170, 155 or 120

A new outlet must meet structural requirements and reach a minimum score on quality criteria worth 200 points in all: 170 in Zone A, mostly the historic city, 155 in Zone B and 120 in Zone C.

    More

The criteria cover the owner’s and staff’s professionalism, the premises and the service. Score the plan before you sign a lease.

    Source: Protected areas
  • Protected areas

    Municipi I, III, XVII

Inside the protected areas (ambiti di tutela) of Municipi I, III and XVII, a new food and drink outlet needs an authorisation instead of a SCIA, under stricter council rules.

    More

A change of owner or operator goes by SCIA everywhere, protected areas included, so taking over an existing bar is the simpler route there.

Guests and staff

  • Under 18s

    18

Anyone selling alcohol must ask the buyer for ID, unless they are clearly an adult. Selling alcohol to under-18s carries a fine of €250 to €1,000.

    More

A repeat brings €500 to €2,000 and a three-month suspension of the business.

    Source: Under 18s
  • Tips

    5%

Tips guests give to staff in bars and restaurants, card tips included, count as employment income and are taxed at a flat 5% unless the worker opts out in writing, up to 30% of the year’s pay for that work.

    More

The employer applies the tax. It covers private-sector staff earning no more than €75,000, and tips are left out of social contributions and severance pay (TFR).

Prices, VAT and the bill in Rome.

Once the 3:00 cut-off in the mapped areas is in the plan, the table carries the night. Italy taxes food and drink served at one reduced rate, alcohol included, already inside the price.

A table on a SaturdayWorked example, not a quote
A table on a Saturday: how the bill adds up
Minimum spend€1,000.00
Service charge 10%, added by the venue€100.00

  • Food and drink served on the premises carry IVA at 10%, alcohol included. The standard rate is 22%. Prices are quoted with IVA included, so the bill shows it inside the total.

  • Concerts are on the 10% list too. The guide has not confirmed how entry to a club night is taxed, so check with the Agenzia delle Entrate before pricing the door.
