Tampa bar rules: closing time, licenses and noise.

What the State of Florida and the City of Tampa ask of a licensed room, from the end of service to the door. Liquor licenses come from the Florida Division of Alcoholic Beverages and Tobacco.

State-licensed places in the City of Tampa may sell and serve alcohol from 7 a.m. to 3 a.m. the next day, seven days a week. The same hours apply in Ybor City, Channelside and SoHo. The City can set tighter conditions when it grants the authority to sell, so read the AB conditions placard at your own exit. The section also bars being open for business outside the hours it sets, so confirm with the City whether your doors must close at 3 a.m. too. No later-hours permit and no New Year’s extension was found. Hillsborough County’s hours outside the city weren’t confirmed.

  • Responsible vendor training

    Voluntary

    Florida’s Responsible Vendor Act is voluntary. A qualifying vendor trains servers within 30 days of hire and managers within 15, and holds an all-staff meeting every 4 months. No Tampa mandate was found.

  • Door staff

    Class D

    Anyone who does a security officer’s work needs a Class D license and works for or owns a Class B agency. Class D takes 40 hours of training at a licensed school.

    21

    Selling, serving or letting anyone under 21 drink on the premises is a second-degree misdemeanor, and a first-degree one on a second offense within a year.

    A careful check of a driver license, state ID, passport or military ID, relied on in good faith, is a defense. Staff under 21 can’t be served or drink at work. No Tampa ID scanner rule was found.

  • Quota liquor license

    1 per 7,500

    A county can hold one full liquor license for every 7,500 residents. Extra licenses open as the population grows, by public drawing when there are more applicants than licenses.

  • AB conditions placard

    Post by the exit

    Each venue posts an AB conditions placard near the main exit. It shows the approving ordinance number, the alcohol classification, the approved square footage indoors and outdoors, and any noise, extra security, hours and exterior lighting conditions.

    To 3 a.m.

    State-licensed places may sell and serve from 7 a.m. to 3 a.m. the next day, seven days a week. Airport terminal venues run the same hours.

    Patrons can’t consume or possess alcohol outside those hours, and an owner, manager or employee can’t let them. Ybor City, Channelside and SoHo have no separate hours.

  • The state default

    Midnight to 7 a.m.

    Florida’s default bars alcohol sales between midnight and 7 a.m. unless a county or city ordinance says otherwise. A violation is a second-degree misdemeanor.

  • Ybor City and Arena District noise

    85 dBA

    In the Ybor City Historic District and the Arena District, which includes the Channelside area, sound is unreasonably excessive at 85 dBA or 87 dBC from 6 p.m. to 3 a.m. From 3 a.m. to 6 p.m. the limit is 65 dBA or 75 dBC.

  • Noise elsewhere in Tampa

    No number

    Outside those districts the City sets no decibel limit. Sound is unlawful if it is unreasonably loud and raucous: its volume or duration jars, injures or endangers a reasonable person.

  • How noise is enforced

    5 minutes, 48 hours

    The person is warned and given five minutes to comply, and must stay compliant for 48 hours. Otherwise a civil citation follows.

    Several people can be jointly responsible, and the Public Nuisance Abatement Board is another route. Events under a City permit are exempt while they stay within the permit. Citation amounts weren’t confirmed.

How to get a liquor license in Tampa, Florida

Selling alcohol takes a license from the State’s Division of Alcoholic Beverages and Tobacco. The City sets its own conditions on top, and they go on your placard.

  1. Get a license to apply for

    $100

    A full liquor license comes from the quota: when licenses open and applicants outnumber them, a public drawing picks, with a $100 filing fee. The winner has 45 days to file the full application and the license issues within 180 days. A license can also be bought with a business. A restaurant that meets the special restaurant tests applies outside the quota.

  2. Apply to the Division

    File a sworn application through the Division’s online system. List every officer, shareholder and director with an interest, who may be fingerprinted. Add proof of your right to occupy the whole premises and a health authority certificate that the place meets sanitary requirements.

    Put the City’s placard near the main exit with the approving ordinance number, alcohol classification, approved square footage and any noise, security, hours and lighting conditions.

  • A license is tied to the premises and the owner. A sale of 10% or more of any financial interest, or a change of officers or directors, needs the Division’s approval.
  • A license transfers only with a bona fide sale of the business, with the Division’s approval, and not while a revocation or suspension case is pending.
  • The City’s own zoning approval for alcohol sales, its fees and timelines, and the Division’s processing times and quota prices weren’t confirmed for this guide.
