D.C. Code 25-723 bars sales and service from 2 a.m. to 6 a.m. on weekday mornings and from 3 a.m. to 6 a.m. on Saturday and Sunday mornings, so Sunday to Thursday nights end at 2 a.m. and Friday and Saturday nights at 3 a.m. On the listed holidays and their weekends, licensees may stay open until 4 a.m. or around the clock. Inaugural Week and approved cultural, sporting or tourism events can reach 4 a.m. with registration.

    An on-premises retailer must have an ABC Manager on duty and on the premises to sell and serve alcohol when the license holder is not there. The manager completes a Board-approved alcohol awareness training program, and the permanent license is valid three years.

    No one under 21 may purchase, attempt to purchase, possess or drink alcohol in the District. Valid ID is issued by a government agency and shows name, date of birth, signature and photograph. Military IDs are accepted without a signature.

    Tavern or nightclub

    A Class C/T Tavern license covers spirits, wine and beer, and its dance floor is limited to 140 square feet unless it has an entertainment endorsement. A Class C/N Nightclub license allows entertainment including dancing.

Hours and neighbors

  • Who can protest

    ANC

    An abutting property owner, groups of 5 or more residents or property owners (3 in moratorium zones), qualifying citizens associations, an affected ANC, the Mayor and the police District Commander can protest. The ANC sends its written recommendations at least 7 calendar days before the hearing.

    4 zones

    The ABCA lists four neighborhood zones: North Shaw, Adams Morgan, Glover Park and Langdon Park. In a zone the Board can cap licenses or prohibit new licenses of any class.

  • Holiday hours

    4 a.m.

    On listed holidays licensees may operate until 4 a.m. or around the clock. The list includes District and federal holidays, the weekends next to New Year’s Day and Independence Day, the Martin Luther King Jr. Day, Washington’s Birthday, Memorial Day, Labor Day and Indigenous Peoples’ Day weekends, and the Friday, Saturday and Sunday after Thanksgiving.

How to get a liquor license in Washington DC, District of Columbia

The ABCA takes the application and the ABC Board approves it, after the public notice and any protest. There is no license quota in DC, so no transfer market sets a price.

  1. Submit the application

    Send the ABCA a government ID, lease, zoning certificate, business license and entity papers.

    Placards go on the establishment for 45 days for a new retailer license or a substantial change.

  3. Meet the ANC and any protesters

    The affected ANC’s written recommendations are due at least 7 days before the hearing, and the Board gives them great weight.

  4. Get Board approval

    The ABC Board decides after the hearing. The ABCA says it can take several months to move through the whole process.

  • The DC rate table lists 10% for restaurant meals and for liquor and soft drinks consumed on the premises, 10.25% for alcohol sold to take away, and 6% as the general rate. The general 6% rate stays in effect through September 2027, as a planned rise to 7% was postponed.

  • From 1 July 2026 the minimum wage is $18.40 an hour for every employer, and the tipped base wage is $10.30. If tips do not make up the full minimum wage, the employer pays the difference. Both rise with CPI each year.

  • Initiative 82 set the tipped wage as a share of the minimum wage. The statute read now sets 56% from 1 July 2026, 60% on 1 July 2028 and 65% on 1 July 2030, a slower schedule than the original plan to end the tipped wage.

  • Employers must give notice of and post their tip-sharing policy. The law does not prohibit sharing gratuities among employees who customarily receive them. Whether a service charge counts as a tip, and the limits on tip pools and card fees, were not confirmed.

From 1 July 2026 the DC minimum wage is $18.40 an hour for every employer, up from $17.95. It rises with CPI each year. In the Washington metro area, BLS data for May 2025 puts the median bartender wage at $23.09 an hour, with tips reported as wages included.

The DC rate table lists 10% for restaurant meals and for liquor and soft drinks consumed on the premises, 10.25% for alcohol sold to take away, and 6% as the general rate, which stays in effect through September 2027. The codified text of D.C. Code 47-2002 reads 9% for food and on-premises alcohol, so confirm the current rate with the Office of Tax and Revenue.
