Nightlife in Budapest.

Budapest’s nightlife clusters in District VII, the party quarter bounded by Király utca, Erzsébet körút, Rákóczi út and Károly körút, with ruin bars on Kazinczy utca and the courtyard bars of Gozsdu udvar. The district sets midnight as the default closing time and issues at most 200 permits for midnight to 6 a.m.; press reported about 190 venues holding one in January 2024. Instant-Fogas is open every day from 6 p.m. to 6 a.m. with free entry. Budapest took 4.8 million tourist arrivals in commercial accommodation in 2025, and the year peaks at Sziget in August, which the city’s tourist site says draws nearly 500 thousand people. A new venue notifies the trade authority and registers with NTAK, and a venue running music needs an event permit with a security plan, so an operator budgets for the paperwork as well as the night.

In District VII venues may not open from 24:00 to 06:00, except venues in hotels and catering venues in the party quarter that hold a separate permit; at most 200 permits can be valid at any one time. Nationally the trader sets the opening hours, and a district council may regulate the night (22:00 to 06:00); other districts have their own decrees.

  • Security licensing

    Police licence

    Event security for pay may be done as an enterprise only with a working licence from the police. Everyone doing it needs a police-issued ID card and a qualification, and the firm needs liability insurance.

    10 or more

    Security numbers must fit the event and its capacity and be written into the security plan. When the plan has ten or more staff, at least one must be a security organiser and at least three personal and property guards.

  • Alcohol age

    18+

    It is forbidden to sell or serve alcoholic drinks to anyone under 18. In case of doubt, ask for credible proof of age and refuse the sale without it.

    An organiser who announces it in advance can require age-proving ID at entry and give minors a distinguishing ticket, card or wristband so they are not served alcohol.

    Monthly payout

    A tip is a sum guests give voluntarily over the invoice total. The trader keeps a daily record of tips, pays them to employees at least monthly and records the payments.

    Opening a venue is notified, not licensed. You notify the trade authority, the district jegyző, of a named shop of a listed catering type, and the authority has 20 days to process it.

    €548 fine

    A catering venue must register with NTAK, the National Tourism Data Centre. Failure brings an immediate ban and a fine of 200,000 HUF, about €548.

  • Music and dance events

    Permit

    A music and dance event is held only with a permit from the jegyző, which has 20 days to decide. The application gives the NTAK number, the days and times, and a security plan. The register of permits is public.

    Display the declared times, the security plan and the fire alarm plan where guests can see them and publish them online. The authority can suspend an event on the spot for a clear capacity overrun, missing security staff or a danger to life.

  • Party quarter conditions

    Limiter and airlock

    A permit holder needs a certified sound limiter set by an environmental expert, an automatic door closer below 100 capacity, an airlock entry from 100 and a digital people counter from 150. Doors and windows stay closed from 22:00 to 08:00 and while music plays.

  • Guards above 299

    299

    In the party quarter, a venue with a declared capacity above 299 must employ a security guard. Permit holders must also stop guests taking alcohol into the street and stay out of pub crawls.

Hours, permits and the district

  • Midnight in District VII

    24:00

    Venues and shops in District VII may not open from 24:00 to 06:00, except venues in hotels and the separate permit cases. Catering venues in the party quarter may open from midnight to 6 a.m. only with a separate permit.

  • The 200 night permits

    200

    No more than 200 separate opening permits can be valid at any one time. When 200 are out, a new application must be refused. A permit runs for at most one year, extensions included, and names the operator and the venue.

    An application that meets every condition may not be refused. No permit is granted with debts to the council or, after a revocation, for a year.

  • Fines and revocation

    Three breaches

    Fines go up to 200,000 HUF for individuals and 2,000,000 HUF for companies, about €548 and €5,480. The permit must be revoked after three breaches within a year, and can be suspended for seven consecutive permitted nights.

    Trader sets hours

    The trader sets a venue’s opening hours and notifies them. A district council may regulate night opening from 22:00 to 06:00, and the trade authority can restrict or close a venue at night for dangerous noise until the problem ends.

  • Alcohol near institutions and in shops

    200 m

    No alcohol service within 200 metres by road of the entrance to a school, health or child protection institution, except hot-kitchen venues. In District VII, shops that do not do catering may not open from 22:00 to 06:00 unless they sell no alcohol then and lock it away.

How to get a liquor licence in Budapest

A new bar or club notifies the district jegyző and registers with NTAK. A venue that runs music or dance events also needs an event permit, and in the District VII party quarter a separate permit for midnight to 6 a.m.

  1. Notify the trade authority

    20 days

    Notify the jegyző of the district, with the premises named and, where co-owned, the owner’s consent. The venue must be of a listed catering type. The authority has 20 days to process the notification.

  2. Register with NTAK

    The jegyző uploads the notification to the National Tourism Data Centre. A venue without NTAK registration is banned at once and fined 200,000 HUF.

  3. Apply for the event permit

    20 days

    Give the NTAK number, the event name, the frequency, the days and the start and end times, with a security plan and, where the law requires it, a fire safety regulation. You can file it with the trade notification so the inspections run together.

  4. In District VII, apply for the night permit

    Catering venues in the party quarter apply for a separate permit to open from midnight to 6 a.m., if fewer than 200 are valid, and meet the technical conditions and operator commitments.

No Budapest venue publishes a paid club night price on its own page, so this is a general estimate for a Thursday to Saturday club night, generalised from comparable European cities. Szimpla Kert’s cocktail board shows 5,500 HUF, a drink price rather than a ticket, and indicative only.
